        Recently, the ministry of ecology and environment and other five ministries and commissions jointly issued the opinions on promoting the implementation of ultra-low emissions in the steel industry (hereinafter referred to as the opinions), which proposed that by the end of 2020, around 60% of the production capacity in key regions will be transformed.By the end of 2025, China will strive to complete the transformation of over 80% of its production capacity.

        More than half a month after the publication of the opinions, an environmental protection enterprise engaged in industrial smoke control told reporters that both the steel industry and third-party enterprises in environmental control are now expecting the local government to issue more detailed implementation measures.

        According to the guideline, provinces (autonomous regions and municipalities) should formulate plans for the transformation of the local steel industry with ultra-low emissions, and determine the annual key transformation projects, which will be submitted to the ministry of ecology and environment, the ministry of industry and information technology and the national development and reform commission before the end of July 2019.     

        Demonstration study

        In addition to eliminating outdated production capacity, the guideline also calls for more efforts to reduce steel production capacity in key regions, with hebei province's steel production capacity to be limited to 200 million tons in 2020.Iron and steel enterprises in key regional cities should take effective measures to completely shut down, transform and develop, transform on the spot and relocate outside the region, so as to promote transformation and upgrading.

        According to the guideline, enterprises or facilities that are included in the elimination plan will no longer be required to implement ultra-low emission transformation.

        Expect the implementation of detailed policies

        The limits have been a hot topic of discussion since last year's publication of a draft plan for the transformation of ultra-low emissions by steel companies.Some environmental management companies believe that the standard is too high, which may lead to a substantial increase in the cost of transformation.
